ORDINANCE 1967-12/3o ORDINANCE 67 -12 AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE 63 -1 KNOWN AS "THE CHERRY HILL TOWNSHIP ORGANIZATION ORDINANCE OF 1963" BE IT ORDAINED by the Township Council of the Township of Cherry Hill, in the County of Camden: Section 1. That Ordinance 63 -1 known as "The Cherry Hill Township Organization Ordinance of 1963 ", as amended and supple- mented, be amended and supplemented as hereinafter provided. Section 2. That Section 3.1 shall be and is amended and supplemented to read as follows: "3.1. The administrative functions, powers and duties, except such as are by the Charter or general law reserved to the Council, shall be allocated among and within the following departments or offices: (a) Township Manager (b) Office of the Township Clerk (c) Attorneys (d) Department of Finance (e) Auditor (f) Department of Public Works (g) Department of Public Safety (h) Department of Parks, Playgrounds and Public Buildings (i) Department of Health and Welfare (j) Department of Community Development, and the following boards, commissions, agencies and instrumentalities which are not allocated or assigned to a department: (k) Planning Board (1) Zoning Board of Adjustment (m) Free Public Library (n) Fire Districts (o) Economic Development Board -- advisory (p) Parks and Playgrounds Board -- advisory (q) Board of Health -- advisory (r) Finance Board -- advisory (s) Township Development Board -- advisory (t) Assessment Board -- advisory (u) Site Plan and Review Board -- advisory (v) Shade Tree Board -- advisory (w) Blood Bank Board -- advisory Section 3. That sub - section (g) of Section 4.2 shall be and is amended and supplemented to read as follows: "(g) Perform such other duties as may be required of the municipal manager by ordinance or resolution of the muncipal council including the carrying out of duties in an acting capacity in any office under his jurisdiction in the event of a vacancy in such office." /j/ Section 4. That Section 7.2 shall be and is amended and supplemented to specify a term and specifically provide for com- pensation of the Director of Finance so that the section shall read as follows: " 7.2. The head of the Department of Finance shall be the Director of Finance. He shall be appointed by the Manager for a term of one year from the first day of July of the year of his appointment and until his successor is appointed and qualified. He shall receive such compensation as shall be fixed from time to time by a general salary ordinance. He shall be qualified by training and experience in municipal budgeting, accounting and finance. The Director of Finance shall be the chief financial officer of the Township; supervise the work of the department and its divisions; be responsible for the accounting, pre- auditing, control, receipt, custody, and disbursement of Township revenues and expenditures and for all fiscal matters and financial policies of the municipality; serve when necessary and without additional compensation as acting Township Tax Assessor, Acting Township Tax Collector, Acting Township Treasurer - Controller, Acting Township Purchasing Agent." Section 5. That Section 7.3 shall be and is amended and supplemented to clarify the term and specifically provide for compensation of the Tax Assessor so that the section shall read as follows: "7.3. The head of the Division of Tax Assessments in the Department of Finance shall be the Township Tax Assessor, who shall be appointed by the Manager for the term of four years as prescribed by N. J. S. A. 40: 46 -6.2 as amended and supplemented from time to time. He shall receive such compensation as shall be fixed from time to time by a general salary ordinance. He shall have, perform and discharge all the functions, powers and duties prescribed for assessors by general law and municiapal ordinance." Section 6. That Section 7.4 shall be and is amended and supplemented to clarify the term and specifically provide for compensation of the Tax Collector so that the section shall read as follows: "7.4. The head of the Division of Tax Collections in the Department of Finance shall be the Tax Collector who shall be appointed by the Manager for the term of four years as prescribed by N. J. S. A. 40: 46 -6.1 as amended and supplemented from time 13.Z to time by a general salary ordinance. He shall have perform, and discharge all the functions, powers, and duties prescribed for tax collectors by general law and municipal ordinance. He shall receive and collect all monies assessed or raised by taxes or assessment for any purpose or by other Township ordinance at the direction of the Manager. He shall keep proper records and shall report to the Director of Finance at least once a month all receipts and deposits made by him and shall in such report account for all monies for which he is responsible." Section 7. The mame of the Division of Sewers in the Depart- ment of Public Works created by Article IX shall be and is changed to the Division of Water Pollution Control and all references to "Division of Sewers" in Article IX are changed to "Division of Water Pollution Control'. Section 8. That Section 9.6 shall be and is amended and supplemented to add a new sub - section (f) to read as follows: "(f) Supervise the operation and office of the Road and Sewer Inspector." Section 9. That Section 12.3 shall be and is amended and supplemented to include within the Division of Health the Plumbing Inspector so that the section shall read as follows: "12.3. Within the Division of Health there shall be a Health Officer and Sanitary Inspector or Inspectors to be appointed by the Manager when authorized by resolution of the Council, whose duties shall be to perform services required by general law and ordinance of the Township; a Registrar of Vital Statistics to be appointed by the Manager who shall have charge of the administrative duties involved in obtaining reports of and recording births, marriages and deaths in the Township, together with such related work as may be required in accordance with the general law and ordinances of the Township; a Plumbing Inspector to be appointed by the Manager who shall be charged with the administration and enforcement of the Plumbing Code and such other duties as may be prescribed by general law, ordinance or the Manager; and a Poundmaster to be appointed by the Manager, whose duties shall be to enforce the provisions of the dog ordinance together with such related work as may be required in accordance with the general law and ordinances of the Township. The Health Officer, Sanitary Inspector or Inspectors, Registrar of /33 of Vital Statistics, Plumbing Inspector and Poundmaster shall serve for a term of one year from the first day of July of the year of appointment and until a successor is appointed and qualified, to be paid such compensation as shall be fixed from time to r_ time by a general salary ordinance." Section 10. That Article XIII shall be and is amended and supplemented to eliminate the Department of Inspections and create the Department of Community Development so that the article shall read as follows: "ARTICLE XIII "DEPARTMENT OF COMMUNITY DEVELOPMENT" "13.1. There is hereby created the Department of Community Development in which there shall be a Division of Planning, a Div- ision of Zoning and Sub - division Control, and a Division of Inspec- tions. "13.2. The head of the Department of Community Development shall be the Director of Community Development who shall be appointed by the Manager for a term of one year from the first day of July Of the year of his appointment and until his successor is appointed and qualified. He shall receive such compensation as shall be fixed from time to time by a general salary ordinance. Unless and until the Council shall by resolution authorize the appointment of a seperate Director of Community Development, the Manager shallserve in that capacity without additional compensation. The Director of Community Development shall supervise the work of the department and its divisions, and shall serve, without additional compensation, as Acting Planning Officer, Acting Zoning Officer, and Acting Chief Of Inspections in the event of vacancies in those offices. "13.3. The head of the Division of Planning shall be the Planning Officer who shall be appointed by the Manager for a term Of one year from the first day of July o f the year of his appoint- ment and until his successor is appointed and qualified. He shall receive such compensation as shall be fixed from time to time by a general salary ordinance. He shall be charged with providing staff assistance to the Planning Board and such other duties as may be prescribed by general law or ordinance. 1. • " 13.4. The head of the Division of Zoning and Sub - division Control shall be the Zoning Officer who shall be appointed by the Manager for a term of one year from the first day of July of the Year of his appointment and until his successor is appointed and qualified. He shall receive such compensation as shall be fixed fr -_ `'te to time by a general salary ordinance. He shall be charged 1 3.401 , with the administration and enforcement of the zoning ordinance, land subdivision ordinance and such other duties as may be pre- scribed by general law or ordinance. "13.5. The head of the Division of Inspections shall be the Chief of Inspections and Building Inspector who shall be appointed by the Manager for a term of one year from the first day of July of the year of his appointment and until his successor is appointed and qualified. He shall receive such compensation as shall be fixed from time to time by a general salary ordinance. He shall be charged with the general supervision of the Oil Burner Inspector and such other inspectors or assistant inspectors as may from time to time be required or employed; the administration and enforcement either directly or through personnel in the Division, of the Building Code, Plumbing Code and such other duties as may be prescribed by general law or ordinance. "13.6. The Director of Community Development or one of the Division heads to be designated by the Director may attend all meetings of the Zoning Board and of the Planning Board, including its Site Plan and Review Committee, with the right to take part in the discussions, but without the right to vote." Section 11. The name of the Advisory Industrial Board created by Section 16.3 shall be and is changed to the Advisory Economic Development Board and all references to "Advisory Industrial Board" in Section 16.3 are changed to "Advisory Economic Dev- elopment Board.':' Section 12. That Section 16.9 shall be and is hereby amended to increase the membership of the Advisory Shade Tree Board from five to seven. Section 13. That Section 16.11 shall be and is hereby re- numbered and redesignated to be Section 16.12 and a new Section 16.11 shall be and is created to read as follows: "16.11 There is hereby created an Advisory Blood Bank Board which shall consist of seven members to be appointed by the Council to serve without compensation for a term of one year from the first day of July of the year of appointment and until their successors are appointed and qualified. The Advisory Blood Bank Board shall plan and coordinate Blood Bank drives, prepare for dissemination of material to publicize the drives, serve as a clearing house agency for Blood Bank information and consult with, advise and make recommendations to the Department of Health and Welfare concerning Township's participation in the Blood Bank." ■ / a3 Section 14. All ordinances or parts of ordinances incon- sistent with this ordinance shall be and are repealed to the extent of such inconsistencies only. Section 15.
