ORDINANCE 1967-13134 ORDINANCE 67 -13 AN ORDINANCE FIXING THE COMPENSATION OF OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF CHERRY HILL, COUNTY OF CAMDEN BE IT ORDAINED by the Township Council of The Township of Cherry Hill, in the County of Camden, THAT: SECTION 1. Administration of Position - Classification Plan 8 8 8 7 7 6 6 5 4 4 4 2 1 The Township Manager is hereby authorized and directed to keep the plan current by determining the salary grade of each new full -time position authorized in the annual budget in a manner con- sistent with the full -time positions listed above after studying and evaluating each such position as to the relative difficulty and imp- ortance of the work to be performed in that position. The Township Manager is also authorized and directed to determine the position- classification of each job and to re- evaluate and re- classify or a regrade existing positions as changes take place in the responsibilities and duties of such jobs from time to time. The Township Manager shall report to Townshi p Council in writing and secure Council's approval by motion, prior to taking any action under the provisions of this section ! or making any other than ministerial changes in any salary levels. SECTION 3. Compensation of Full -Time E The compensation of each officer and employee of the Township Of Cherry Hill whose position title is listed in Section 1 hereof shall be an annual salary at the indicated salary grade as set forth in the F! following salary scale. The Township Manager is hereby authorized and directed to determine the salary of each full -time employee within the salary range of the salary grade assigned to the position and Within the budgetary appropriations. The Township Council shall make such determination in respect to the Township Manager. The Township Manager shall make such determination in respect to all other em- ployees in positions classified in Section 1 hereof, after giving full consideration to the recommendation of the division or depart- 139 ment head. Upon the approval of the necessary appropriations in the annual township budget, the annual merit salary increase set forth below shall be paid to each full -time employee whose performance for the immediately preceding year justifies the increase, in addition to any increase caused by a revision in the salary scale itself from one previous year's salary scale as a cost of living adjustment or for any other reason: Employees hired on or before June 30 of the previous year - a one -step increase retroactive to January 1, or in the case of employees in grade 19 or below, a two -step increase for exceptional performance retroactive to January 1. New employees hired after June 30 of the previous year - a one -step increase effective as of the first day of the pay period immediately following the completion of six months' service. If an /� employee's position is reclassified to one with a lower salary grade, there shall be no change in the employee's current salary unless it is greater than his normal maximum salary under the new classification, in which event it shall be reduced to the normal maximum salary. When an employee's position classification changes to one with a higher salary grade, there shall be no change in his current salary unless it is lower than the minimum step of his new classifi- cation, in which event his salary shall be based upon placing him at the minimum step for the new classification. Salary changes caused by position reclassifications shall take effect on the first day of the next regular pay period following the date of the approval by Township Council of the reclassification. SECTION 7 Longevity Salary Increases In addition to the merit salary increases indicated hereto- fore, each employee who has received for one year the normal maximum salary for his grade shall be eligible for longevity pay consisting of one -half of a full step increase in the salary scale. Thereafter, retroactive to January 1, four such annual longevity pay increases shall be paid until the two succeeding step grade increases in the salary scale above the normal maximum for his grade have been reached. The longevity salary increase steps may be substituted for full steps in the event of a promotion or a double merit increase for exceptional performance, thereby decreasing the number of years within which the maximum longevity pay step is reached. SECTION 8. Initial Placement on the Salary S cale New full -time employees, as permitted by budgetary appropri- shall be paid an annual salary as set forth in Step 1 of the scale for the grade of the position in which they are employed, unless the Township Manager determines that an applicant possesses superior or outstanding qualifications for the position. The Manager is hereby authorized to employ an applicant at Step 2 or at no higher than Step 3 of the position's salary grade where he has determined such applicant to possess superior or outstanding qualifications. SECTION 9 Manner of Disbursement to Employees All full -time employees shall receive the annual salary indicated which shall be paid semi - montly in twenty -four equal installments, with the exception of non - clerical employees in the Division of Police, Sanitary Sewers, and Roads, Streets and Drainage, who shall be paid weekly in fifty -two installments. The hours of employment and other pertinent information pertaining to the several offices and positions shall be as set forth in ordinances and resolutions of the Governing Body. Overtime shall be paid to classified employees in grade 19 or below as directed by the department head at the rate of time and one -half for each hour worked over forty hours in any week, subject to the approval of the Township Manager. Personnel assigned regularly to a shift other than a daytime shift will receive an additional 10% over and above base compensation, providing such assignment is approved by the Town- ship Manager. In the case of Public Works Department personnel, a 10q% per hour premium shall be paid for heavy construction work, as determined by the Township Manager, and a 30t per hour premium for masonry work. SECTION 12 The method of payment shall be as follows: At the first meeting of the Governing Body in January of /W each year there shall be approved an account to be designated the Township of Cherry Hill Payroll Account. At each payroll period, the Treasurer - Controller, upon receipt of a check for the amount due such Payroll Account, shall deposit the same to the credit of the Payroll Account, charging the appropriate budgetary accounts therewith. The Treasurer - Controller shall thereafter draw checks on said Payroll Account to the employees entitled to payment there- from and to the various agencies for which payroll deductions are made. The proper officials are hereby authorized to approve the vouchers and sign the checks for the gross amount of the payroll; however, at the first regular meeting of the Governing Body in each month, the Treasurer - Controller shall submit for the approval or ratification as the case may be, the necessary payrolls for the amount paid the several officers and employees for compensation the preceding month. The payroll shall be con- sidered by the Governing Body in due course and approved if found to be correct. In case of error or adjustment in the payroll, the Treasurer - Controller shall correct or adjust such error, and make an appropriate record thereof. SECTION 13 All ordinances or parts of ordinances inconsistent with this ordinance are hereby repealed, but only to the extent of such inconsistency. SECTION 14 This ordinance shall take effect immediately and the /�6 salaries as therein determined shall be effective retroactively as of January 1, 1967, except where designated by this ordinance.
